Replant after Bacterial Leaf Spot?

I have one Tiarella Crow's Feather that seems to have a leaf spot disease. I have tried using that Bayer Tree and shrub control with Merit to help control it, but to no avail. I am thinking of shovel pruning the infected plant before it can spread to others near it (brunneras and heuchera). Can I replant in the same spot? Would I have to disinfect the soil there? And how?

This is a pic from last year and I noticed the same thing happening; the bitten edges may be from something else last year:

The notches in the leaves are from the black vine weevil. Control is difficult, so one solution is to plant things they don't prefer to eat.

Here is a link that might be useful: black vine weevil
