Tree Peony Grafting Help

Finding more traffic here than on the Peony forum...

See the picture. I planted this and one other tree peony per the nursery's instructions last fall. This one has spurred off and is not growing from the tree 'trunk' but from a new 'trunk.'

My limited understanding of grafting is that they attach an herbaceous peony to a tree root to make the tree peony. I think there should only ever be one trunk.

So what is this new trunk? What do I do with the old, dead-looking trunk? Is this new one kind of like a sucker that needs to be removed? That seems weir because it looks so healthy.

Help is appreciated.
