Can anyone suggest a perennial that is 2-3 feet tall and yellow? I'd like to plant it near Agastache, Magnus, and a dwarf spruce.

It's Agastache 'Blue Fortune.'

Tuscan Sun heliopsis is about 18 inches tall, Heliopsis Summer Sun is 3+ ft.Some of the goldenrods run 2 to 3 ft. There are lots of yellow daylilies in the 2+ ft. range. Though honestly when you said tall I was immediately thinking 4 to 5 ft.height range.
