ligularia, and others, in trouble

Can anyone identify what is happening here AND how to stop it?

This ligularia has been in this location for over 5 years and never had any issues. I've noticed an addition from last year about 15' away with the same condition but I can't recall what that plant is called.

I'm not an expert on plant diagnosis, but upon first glance it looks like the issue is due to dryness. IIRC, lingularia are big-time water hogs.
