Ligularia the rocket - use a liner?

Have ligularia in a shady spot where I can't really
Appreciate it in bloom. Does ok though, could do
Better.

Want to move it to another area where it will get
More sun but still will be against a north facing
Wall.

There is a downspout there which will drain directly
Into the planting space. I understand the importance
Of water needs for this plant, especially with more sun

I've read others success with
Lining the planting hole with plastic. Are you
Cutting weep holes in the plastic, or is that defeating the
Purpose? Wondering if
Plastic near the downspout wouldn't be wise,
All things considered.

Will amend it with plenty of organic composted manure as
An added bonus. My soil is pretty rich anyway.

Thoughts on the liner???

I moved Marie Britt in more sun and had trouble even giving it water every day when it got very hot in August.

That went on for 2 years and it stayed small and struggled. I raised it lined the hole with a garbage bag poked holes in the bag and lined the bag with cardboard. Then compost and plant. The next year it was huge.
