Perennial Identity

I'm wondering if anyone can help me identify this plant that I purchased 10+ years ago from a private home. They called it Blue Sage, but it doesn't have any scent. Note that the blooming is done and that the plants are ready for deadheading now.

What I'd really like to know, if someone recognizes this plant, is whether there's a way to get it to rebloom. Each year I've simply snipped off the flower stalks and left the leaves...no rebloom.

It looks like a veronica to me. My spring-blooming ones bloom once and then are done, no rebloom.
