Wine and Roses Problem

Hello,
Per the subject plant, I have a problem with this plant as I did last year - the buds wither just before they bloom. I live in Northeast Ohio and although I face the north, I have 6 to 8 hours of full sun. Any suggestions as to how I can improve the yield?

do you have that famous muck known to me as OH clay???

how did you plant it???

do you fert it??? high nitrogen is known to cause excessive vegetative growth at the cost of flowering

can we see a picture???
