The blooms suggest/are consistent with Cimicifuga racemosa/black snakeroot but where I am they are fall bloomers. The strappy foliage is also inconsistent with snakeroot. My own snakeroot plants have a more delicate, feathery foliage habit, similar to astilbe.

My plants are growing on the north side of my house in full shade and may very well bloom later in the season as a result. If bees are on the blooms constantly, I'd weigh in that it's snakeroot.

It looks like Eremurus. I have orange and yellow blooming right now in my gardens. Common name is foxtail lily.
