I wouldn't move it until fall. You can cut down to basal foliage (especially if there is mildew) now if you wish. Keep it well-watered and happy until the weather cools, then transplant.

Just an aside but this summer my stand of dwarf BB had wonderful flowers but because I forgot to water them during this drought they (blooms) only lasted a week....maybe.

I always cut my perennials down after they bloom, including my bee balm. Once they bloom they proceed to make seeds. Most do not have seeds that will germinate. I want the plant energy to go into the roots for nicer plants next year. SOME will re-bloom if there is time....

Mine look the same and cutting them back next week is on my list. I think it has something to do with 90-107 degrees temps for 2 weeks..They were so beautiful last year and before the storm on 6/29, they were looking nice and healthy.
I didn't think the storm hit that bed, it did flatten larkspurs and other coneflowers in another bed. I can't tell if there is mildew or not.

Those plants need water. They are shallow rooted.
