Baby Sun Coreopsis Slow Grower?

I planted 3 baby sun coreopsis in mid-May. They are in full sun with well-drained soil and are watered every other day for 20 minutes from an overhead sprinkler system. It's part of a condo irrigation system so the time and frequency can't be changed.

They look healthy but are very slow growing and show no signs of blooming this year. Does this perennial normally reach full height and bloom the first year? My other coreopsis did (Zagreb and Moonbeam) so I'm wondering if this is normal.

Any hints, tips or info would be so appreciated.
