Foxglove question

After all the blooms on the long stalk bloomed and fell, the top half is all filled with these teeny tiny black spots. At first I thought it was seeds that maybe had gotten stuck to the plant. Upon closer inspection, it seems to be bugs (aphids)?

Question is what do I do now? Cut the main stalk(?) (as the 3 shoots coming from the bottom are still blooming. Spraying water on it does nothing. I really don't want to use any pesticide or anything of that nature.

Plus, I also wanted to know, regardless of bugs, are you supposed to cut these back when they are done? Or do they "take care of themselves?"

Also wanted to know the same about Delphinium (no bugs)
