This perennial was planted by a former occupant. It gets these lavender spikes thar get tiny blue flowers. The leaves are very fragrant and herbal smelling. The spikes can be as tall as six feet. and it spreads under. I thought it was a Mugwort but I could not find any Artimesia online that was this color. Any help is appreciated. Thanks

I agree...called Russian Sage.. it's Perovskia.

First thought when I saw the photo was Perovskia atriplicifolia/Russian sage.
