Can I start perennials from seed now?

The grower sent plants of garish yellow rudbeckia instead of Moroccan Sun Mix, which I didn't know till they bloomed. (All I got was "Oops, sorry" and a refund.) I do have a packet of seeds. Can I start them now?

(Also have delphiniums and foxglove.)

I was planning to start them outdoors in pots, to avoid their being overwhelmed by other larger plants. Is this the way to do it? In sun/part sun or under a tree?

How about Tomato Soup Echinacea? Avant Gardens warns that these plants come from tissue cultures and grow slowly, so I wonder if seeds are likely to come true?

Sorry for the barrage of questions. Usually I'm spent from spring planting, but this year I'm going for fall crops too.
