This is a Dahlia. Do not know a name of the variety, but folks from Dahlia forum are very knowledgeable.

I do not think Bishop of York has those red parts on its petals.

It could be that it's a seedling, one of the bishops children strain.... love the dark leaves, I have a bunch coming along but they're not as far yet.

Is it perennial for you?

It is definitely not perennial in zone 5. I have a couple of Bishop Dahlias. The only Dahlia that survived zone 6/7 winter is the one planted next to the house foundation.

This was planted in Newport, RI; saw it on a garden tour. Newport is probably more zone 6 than 5, but even finding out that it is a dahilia is more than I knew before :-)

You can grow Dahlias for many years if you dig up tubers before hard frosts and store them during winters.

This looks pretty identical to one I bought this year:
"Mystic Spirit."

Just Googled Mystic Spirit and that's it. A beautiful plant. Dahlia are not hardy north of (I think) Z9, but can be dug up and tubers kept inside till spring.
