Something is eating my echinacea & monarda

I got to the point I sprayed some of my plants with a home made concoction of dish soap, oil & water. So many of my plants are getting eaten. What could it be? We do have a lot of earwigs here.

Here is my echinacea, Cherokee Spirit. I have 2 of these plants. The other one is growing tall & flourishing, this one seems stunted & its leaves are nearly all gone! :( They are both grown in the same location.

Japanese beetles are eating alot of my plants lately. We have plum trees and they are all over it and help themselves to all the plants in our yard. I have been drowning them in a cup with water and dishsoap but it's impossible to get them all.
