Any idea what this is?

| I'm looking to add some spring color to my garden. My neighbor has a few of these that bloom with purple flowers in mid-spring. He has no idea what it is. I know it would be a lot easier if I had a photo of the plant in bloom, but this is the best I can do. If anyone knows what this is or has a better suggestion for a low growing, spring blooming plant I would appreciate it:

Could be phlox subulata aka moss/arctic phlox.

Could be a Heather. The picture is too fuzzy to see the leaves clearly.

Sure looks creeping phlox to me. Not sure which one...can't keep em straight. Love the stuff!

Yeah, I'm not a great cell phone photographer. I think creeping phlox is right. Thanks for all of your input.

Here in the foreground is some of my purple in bloom. I also have some pink but the purple spreads much larger for me.
