found this growing on top of some purple coneflowers

Ok hi well i never had this before. Went weeding and dead heading today and found two of these coneflower heads. They was toward the ground attached to the plant still. And the rest of the plant is very healthy and no dead heading needed. So is this coneflower this eager to produce
