French Lavender problem.

hello,
so this lavender plant i have removed one stem that was completely dry, i know that if the whole plant looks dead - it is dead- but the top growth is still growing and thgere is still a single flower bud to come.
i was going to take cuttings if am un able to save it.
any advice would be great
it sits in a pot of gritty peat/loam in full sun all day! (it's sheltered from strong winds)
