I have black eyed susans Rudbeckia 'Goldsturm' in my garden and absolutely love it. It is blooming very nicely at this moment. I want to move some of it around though and thought probably spring would be best. But thought I would ask you folks if necessary to wait for spring or could I successfully move it in the mid/late fall. Thanks

Just wait till spring. It will have reseeded itself all over the place. Move the seedlings to where you want them and give away the remaining 1/2 million or so.

All depends on your soil. If you can cut it with your shovel in the way that it does not fall apart after being lifted, then you can move it whenever you want, as long as the plant does not notice it. Just dig the 'destination-hole' first, then cut 'the cubic with the plant from all 4 sides' and relocate it.
