Yellow Asters or Mites? HELP!

How does one tell the difference? A lot of my echinecea are sporting odd tufts off the flowers, there are green misshapen flowers that look like buds that never bloom.

I did my research and I know it could be yellow asters disease, which is what I first thought. Then I came across some information about eriophyid mites. Now I am confused.

None of my coneflowers have yellow leaves. I do have on plant that was beautiful last year, this year it never got over 6" tall and has the green funky buds.

I only have the echinecea varieties "Magnus" and "Royal Ruby?" OR "Ruby Star"
