When's best to cut back Marguerite Daisies and Delphiniums?

I'm in coastal So CA so they're still blooming a little. Is it too early to cut them back? I understand I should cut back 2/3 of the green.

My delphiniums are all done flowering but still green; do I wait until they go brown before cutting them off at the ground.

There is no need to cut delphinium as long as it is green.
