You can cut them back now or wait until spring. Doesn't matter and both are fully hardy through zone 5 (and maybe into 4).

I wait until perennials die back on their own. Once brown and crispy, they virtually break off from base without me having to do a thing. These being new plants, I'd especially wait until spring. They're still getting their roots settled.
