Help with Vicious attacking mosquitos

I live in an area that has a major issue with mosquitos. We have a few natural springs, about 5 in a few block area. I have a pond but the fish and fast moving water keep the mosquitos from breeding in it. I brought in North American toads a few years back. We had 6 pairs breeding in the pond last year, and it will continue to grow each year, weather permitting. I live in eastern Pa. and we had a very mild winter. This will mean lots and lots of biting bugs! I have read about garlic sprays for the yard area, but I have a fear of this spray harming the toads in the yard or my fish. Does anyone know anything about this issue? I have been unable to find this information on the net.
