How to cap lining

Hi all,

I am new to this forum. I have build a pond or base for a fountain that is made out of stackable retaining wall blocks. It is appox. 11 feet in diameter and 4 blocks high and I have installed the liner and a fountain. Last year I just left the liner over hang the wall and now I want to trim liner and install a cap. Problem I have is the liner is wrinkled and cap will not sit flat. What is the best way to attach the liner? Should it be glued somehow to the vertical wall on the inside of the wall or overlap an inch or so and then install the cap with mortor? I can provide pictures if necessary.
