lotus outside of a pond

i've got several lotus that i plan on growing outside of a pond. i've cut plastic 55 gallon barrels in half and buried them. i'm going to put 10-12 inches of cow manure, compost and garden soil in them. our weather is still cold at night and it's been around 50 during the day, although it's going to be colder this weekend. should i just make some sloppy mud and put the tubers in that or should i cover the growing tips with water? i've got the lotus in wet paper towel in the fridge right now and would like to get them planted soon.
thanks for the help
