I am new to ornamental ponds. I bought a water lily at lowes that only had one leaf, the other had broken off (it was the only red one). Now the other leaf has broken off. There appears to be a bud on the plant, however I don't know whether is is a leaf bud or a flower bud. Will it grow more leaves without currently having any leaves or is it a goner?

It should be okay as long as the crown and rhizome are okay. They overwinter all the time without any pads. Link below that might help; scroll down about halfway down on the linked page, shows how to plant correctly.

You might want to repot the lily into a larger pot of plain soil. Give it a couple pond tabs every couple of weeks and it should be fine. Plant it to one side of the pot, since the tubers grow sideways. Good luck!
