worms in small potted lotus plant

Hello, I'm new.
I grew a lotus seed this spring, and now I have a small lotus plant. It is outside on my patio in a glass container that is about 2/3 gallon with 3 or 4 inches of soil and another 3 or 4 inches of water. It has 3 leaves and they are all a little brown and crispy on the edges, so I got up really close to inspect it today and noticed that there are many tiny (~2 mm long and the diameter of a hair) whiteish wriggling worms in the container, all in the water and mostly near the level of the soil.

I suspect that these might be harming the plant. Is there anyone here who knows what they are and how I can treat the plant without hurting it?

Do they bend back on themselves as they swim, sort of like a curly Q? They sound kind of like mosquito larvae. They won't harm the plant, but of course if that's what they are, you don't want them! Get some mosquito dunks, or better still, dump the water and put in fresh water.

I can't think of anything else that sounds like that, but maybe someone else will have some ideas.

I actually can be pretty sure they aren't mosquito larvae (I took a medical entomology class once and they don't look that mosquitoes to me); however, they do appear to have an insect larva like body (segmented with a gut and stuff) so it makes me think that they are insects, so I am thinking that mosquito dunks might work... I'll try and report back! Meanwhile, I've changed the water in the plant, I think it has reduced the abundance of these things, though I am sure they will come back in no time.
