It sounds like you may have a small amount of suspended algae giving your water a green tint.

Under normal conditions, the water should be clean and clear. Basically colorless.

I used some Ecoblast in it last week and so far, still green. We may just
empty some of it out and put some clean water back in. At least I'm not
killing any fish. Lol

if you don't have any fish or plants you could shock your water with pool shock if you don't want to put any fish/plants in.

A much, much better solution is to leave it alone. Some micor algea plants are normal.

Don't empty it and add fresh water. You'll only make it worse. You will be starting the cycle all over again.

Some algae is normal in all ponds. New ponds with no plants in them are going to have algae unless you use chlorine or bleach like a swimming pool. Personally, I'd add plants instead of chlorine. It is a pond not a swimming pool.

Algae is natures way of making sure you have some plants. Is there some reason that you don't want plants?

Thanks for the follow ups! We don't have plants because it is a "japanese
garden" and my husband doesn't want any....... I would have at least
a lily, but got out voted. The pond has clarified and is looking better.
I guess it just takes patience and I will be working on changing his mind
about the plants. Chemicals are expensive and I would like it to be
more organic.

Check into sodium percarbonate for killing alage, it's probably the cheapest way to go. It reacts with algae and degrades into hydrogen peroxide which then degrades into...water, so it's not going to damage much of anything.
