How to attach small pebble rocks

I am again redoing my waterfall. I had to foam behind it so that the water would run over the rocks instead of in back. I have put some small round rocks in the foam but need to do more. Is there something that will work better? The foam is still showing thru somewhat. I am finally happy with it now, but just need to add smaller rocks for decoration. I tried to go to my photobucket but can't seem to figure out how to add a new album:(

Ok I think I figured it out. Wasn't logged in. Hopefully you can see these. The whole pond and the waterfall, fish and lily's. Keep in mind the waterfall is still in progress!!!!!!!

The foam will eventually turn green from algae, so it should blend in. In case you don't get any rock help. :)

Is that great stuff?
You should at least use black waterfall foam. It's not as noticeable. Other than that maybe some Nursery pro sealant.

I used foam also to prevent the flow of water behind and to the side of the falls - I then used some black spray paint and painted the foam - I followed up with spot spraying some gray spray paint to make it blend in with the rock colors better than that yellow color of the foam -- you could also use some brown or tan and spot spray - can't even tell that it is there - will post picture when I have time ---
