Questions about Pickerel Weed....

I have two Pickerel Weeds and they are both doing well. One is planted bareroot and looks very good, although slightly smaller than the other which is planted in a small pot with soil. The one planted in soil is bigger although not as healthy looking, leafwise. I think it is 'potbound' as roots are jumping out. I have been thinking of repotting it in a much larger pot. Because the pot is much larger, I will need to put it into the middle of the pond in the depths, not on the shelf (no room).

Questions:

1) Should I wait until next spring to repot? Or can I safely do it now?

2) The pot I'm thinking of using is 11 inches deep and about 12 inches in diameter. Water in pond is 23 inches deep. If I set the pot on a large rock about 6 inches thick, the top of the pot will be about 6 inches below the water level. Is that too deep for the Pickerel? And if I do it NOW, will it kill the plant being submersed after living in shallower water all summer?

I know there will be more questions, but any advice is appreciated. Thanks, all.
