Lily pad holes before they surface

Hey all, I have a new issue. My lily pads have holes in them before they reach the surface. I have hardly any snails, but a few clown loaches. The holes are very small, about the size of a sesame seed, or less, but they are many. The pads look like Swiss cheese.

Could the loaches be doing it? The pads have already been damaged by the time the tip of the new pad pokes out, and before it has uncurled.

Any advice would be helpful. Thanks.

Hi Lynne I was waiting for someone with more of a green thumb to answer this one. I am not a lily expert but have a few in my pond. I suspect it may be the fish. Other suspects are the snails (who prefer decaying vegetation), fly larvae worms,or aquatic beetles. Sorry I can't be of more help. Perhaps if you post a pic it will help.
