Frog hibranating in tiny pond...deicing?

I have a small 30 gallon rubbermaid garden pond, no fish or anything just aquatic plants. The pond is only about 15" deep and freezes solid every winter.
A few springs ago i found a poor dead frog that must have overwintered in there without me knowing it, and he froze along with the pond.
Now I notice i have another frog in there all summer long, its still warm out, 80's, but i know this frog, which i think is a green or leopard frog, is going to overwinter again inside this tiny pond.
I dont know what to do...i dont want this poor frog to die.
Should i take him out and relocate him? or would a deicer work? if they even sell them for that small of a pond? would it even work since its so small and freezes solid?
