Winter Goldfish 3000 gallon Pond Zone 5a 2.5 deep 20 by 12 feet

i lost all my goldfish last winter. after much research i�m still in need of help with how to keep them alive this winter. Im in zone 5a, pond is oval shaped 20 feet x12 feet and between 2 and 2.5 feet deep. I already built a frame with 2x4 12 feet long (3000 gallons and placed them 3 feet apart. I still need to raise 1-side 20 inches high (so entire cover is slanted toward one long side of pond.
We tried a 1500 watt deicer one year but it didnt make a hole in the.
Note we My brother and dad (landscapers) believe the fish will still freeze with only a plastic cover on top.
not sure what else i am to do so it keeps the fish alive (3 goldfish - 3 to 4 inches) and about 50 or more new fish ranging from black little 1/2 inch baby golffish to 1inch and 1.5 inch). These were all from the 3 new goldfish we purchased earlier this spring)
