I do most of my pond construction projects in the late fall and winter because it's just too darn hot here in the summer. So yes....go ahead and start! But if you are planning to put fish in it, you will probably want to change the water out in the spring. The kind of microbial life that will grow in non-filtered stagnant water over the winter is not the kind that will benefit the pond or fish anyway. Established beneficial bacteria goes dormant in cold water and is not going to develop in a new pond in the winter either.

Go for it roselover. We had a pond constructed here in Massachusetts a couple of years ago in November. The advise we got from the contractor was to fill it up so the liner and all else would settle over the winter. What you plan on doing sounds sensible. Have fun.
