Rose thorns

I have a cherished (well established) rose bush that, in about 5 years, has taken over a handrail. I would like to remove the thorns where one would need to grab the rail rather than cut that major branch out.

The question is that if I chip the thorns, will they grow back? If so, how long will it take to be sharp again?

I am told that I can do this best with a sanitized nail clipper and might want to seal the cut with a carpenter's glue. Is the sealant necessary since I want to cut the sharp point only and not the entire thorn?

OTOH, I could cut the branch and train a new one around the area.
