Old canes won't bud

I had some rose bushes that my husband dug up and removed last year. New canes came up this summer but they won't bud. 2 of the bushes are hybrid teas and one is a rambling rose. Are these canes ever going to bud? They look healthy and strong, just no buds. Any advice?

I don't quite understand your post. It sounds like your husband removed the roses, and now new canes are coming up from where the old roses used to be?

If my interpretation of your post is correct, what has come up is the rootstock, which is probably a rose called 'Dr. Huey'. It blooms on old wood, so you may see some flowers next spring. 'Dr. Huey' only blooms once, in spring.
