Did not intend to offend, jerijen. Was hopeful that there are parks with rose gardens that might benefit from the discovery.

Sand, the park system they are referring to is the State Parks, many of which have had to be closed or are on closure lists because of the lack of funding. These are usually the larger parks, think campgrounds and hiking trails. And not public rose gardens.
