Little White Pet, hands down. It is a polyantha which, even when mature, stays 2-2 1/2 feet high and across. Blooms are perfect white very double rosettes - always perfect. Here it blooms 10 months of the year and is always healthy. Jackie

Although I haven't grown it, Bolero seems to be universally praised as being an almost perfect white floribunda.

For a small garden, which I have, several favorites of mine stand out. They remain small, so you can trust their size descriptions, have beautiful blooms, and shapely growth habits. At the top of my list is Bernstein-Rose from Tantau, a very dependable yellow, meant to echo the much larger Julia Child in my garden. I have three of these. Here's a close up first. Diane

Other favorite of mine for a small garden are Austin's, Tamora, The Prince, and the Romantica climber, Colette. Here's Tamora. Diane
