I have rust on the ground

I see yellow/orange specks around the rose bushes. The roses are starting the leaf out. What can I do so that does not transfer to new leaves?

This is common for the cool, rainy weather we've had lately. If you haven't already done so, I would clean up any debris, fallen dead leaves, etc.

As far stopping the rust fungus, I have had good results drenching the pruned plants and cleared beds with Cooke's Kop-R-Spray from the nursery or home center gardening section. I only do this during cool weather, such as we are having now. I usually add Volk Oil to the solution so that it coats everything and stays on awhile. I measure and mix according to package directions.

If I do this now I have less trouble with rust in the spring.

As petaloid suggests, a dormant spray wouldn't hurt.

It is too late for dormant spray. Most of my roses are showing green leaves.

The best permanent solution is to grow only rust-resistant roses. If you want to tilt at this particular windmill, you can use Lime sulfur on the ground only, if you don't mind using a toxic substance. Don't breathe it and don't get it on any garden infrastructure like path lights or walls. Use protective goggles when you mix it, and use a rated mask when you spray it. Garden clean-up helps but getting rid of susceptible roses works best and uses the least resources. The cost of the fungicide and the value of your time is more than the cost of a new rose, no counting your health and the health of aquatic organisms like frogs in the equation.

It is not too late in your area and climate to use the products I recommended, even though the plants are leafing out.

And yes, I agree that it makes our lives easier here on the west coast to grow rose varieties that resist rust.
