Roses with bleached growth in transit

I finally got my roses but they had broken dormancy and have elongated growth that is bleached looking and twisty. Right now they are soaking but I want to plant them in pots tomorrow. Do I still mound up soil around the canes with the new growth or plant as usual and put a clear bag over them to conserve moisture? I was thinking of doing this and putting them under a tree where it gets filtered light.

Rosemania had put water absorbing crystals in the wrap and everything was moist but I never had this bleached out growth before on bareroot roses. I've seen it on body bagged roses but more elongated or with whitish leaves. I always wondered if thoes were lost causes and so never bought any like that.

It's from lack of sunlight. Just remove it and new growth will come back green. If you leave it on it won't ever turn green and will probably just die off anyway.

When I plant roses that have broken out of dormancy, I do the same as with roses that are barely out of dormancy: I mound up and cover the canes for up to a week to keep the canes from dehydrating.

The funny looking white sprouts seem to be especially prone to windburn, so the mulch helps to protect the sprouts.

What I have read is to rub that stuff off. The rose will use cane-stored energy to support that growth, and stress those canes, when what it should be doing is growing roots first.

Having done both, taking it off, and leaving it on, I don't notice all that much difference--my climate being mild, the rose has little trouble anyway.
