crown gall?

Happy early spring everyone!

I was hoping for some of your expert advice regarding a rose.
I have started receiving my bare roots and was out planting when I noticed a growth on the Good as Gold that I received. The stem the growth is coming from is broken and I suspect crown gall. I contacted the supplier and they said to remove the growth, plant it, and see if it regrows. They offered a refund if it came back. However, I have some hesitations.

1. Can anyone confirm that it is crown gall? I have not dealt with it in my current garden. I can also get more photos tonight if needed.
2. If I plant it, can I somehow infect the soil around it? What are the chances I spread it to other roses via shovel or pruners? I clean my pruners but am not as careful with all of my tools.
3. What would you do? I am willing to eat the money rather than risk spreading it.
