When is the best time to move roses?

Now is a good time. It is preferable to move them after you prune, they will be smaller and easier to manage. Make sure to prepare your new hole first.

Early spring is usually the best time to move roses. It's cooler and damper and the roses will need less TLC to survive. I have moved them as late as July but by then you really have to keep an eye on them and water a lot to keep them healthy and happy because it's warmer and dryer.
