With modern, repeat-blooming roses, damage to new growth can occur at around -3 Celsius, or possibly -2.

If stems of new growth are wilting over, this could be a sign of freeze damage. A clipped stem will show a dark center if damaged. I don't recall whether the dark center develops promptly or takes a few days. Damaged leaves will eventually turn brown. It may be best to remove the damaged shoots if that is feasible.

We got down to 27 the other night and I had a few leaves that wilted on mine but not much thankfully. For cane damage it would take a longer period of freeze for them to die than just one night. It would also take several days before that would be noticeable. I'm not going to prune of the damage yet. The wilted leaves at the top will protect the lower leaves from further frost damage.
