Ideal time to transplant roses from Zone 6a garden to Zone7 garde

I am facing the music that my beloved Reine des Violettes and La Reine Victoria are not going to thrive in my garden (the years we had constant snow cover, they looked amazing the following spring but otherwise...tiny, few blooms) and thought I would dig them up, pot them up and give them to my sister who has a small backyard garden in NYC, zone 7.

When would be the ideal time for me to do this? Am I too late?

If you can dig in your garden, now should be a really good time to do this.

Yes, just bareroot them and treat as you would new bareroots.

Sorry to be so granular but I am clueless...Would I dig them up, shake off most of the soil, transport them in a moist medium (say wet newspapers around the roots in a plastic bag) get them to my sister and she would then soak the roots in a bucket until she can plant them? It's quite hot in NYC these days. Although I gather from everyone's posts, we all are having an early, hot spring.

This coming week in the whole area is supposed to be a lot cooler so it would be a good time to transport and replant. The 10 day forecast for my area - North Jersey - is only in the low 60's and mid 50's for the 10 day forecast. More typical for what spring here should be.

OK, so I wrote the previous posts while I was away from my garden. Came back last night--turns out both have started to leafed out and have new growth. Would I still treat them like bare roots or at this point is it safer to pot them up in a pick pot?

Thanks again and sorry to keep asking about this--I don't want to kill them.
