Yes - Lots Of Dead Rose Plants

My rose garden is relatively young - my oldest plantings are what I planted 3 years ago - some were gallon plants at the time; others I grew from bands. I had about 15-20 plants. Various kinds, but no hybrid teas.

After this past winter more than half of them are totally dead. However, some are showing growth from down low in the roots. I think most of them are own root plants.

My question is: for the plants I see sending up new growth from the roots, what is the best way for me to help them along? When to fertilize? Anything "special" to do for them along the way?

Ugh! My heart is broken.
