I have three plants (Honey Dijon, Over the Moon and PJPII) that have been highly effected by Black Spot this spring. They are not completely defoliated, but I would like some advice on what to do to promote the regrowth of the foliage.
Follow-Up Postings:

As long as there is adequate but not excessive soil moisture, roses will produce new growth continuously. They will partially refoliate and then, almost surely, continue to defoliate unless protected by fungicide. Roses defoliated by blackspot will have chronic bare legs because new growth will come from near the highest point of stems. Pruning back would force growth to come from lower on the plant, but it would also make the plant weaker. If you plan to start spraying fungicide, it might be a good idea to prune and restart the plant with foliage nearer the ground. A fertilizer containing alfalfa meal (Rose Tone for example) can stimulate growth somewhat, but defoliated plants cannot produce strong growth regardless of fertilizing or not.

You could try adding real good compost around you roses, not wood chips or bark mulch. Seaweed like ascophyllum nodosum will help strengthen your plants and add some nitrogen and cali to the soil. Nitrogen rich fertilizing will promote growth and leaves but a lot will make the plant more susceptible to all kinds of fungus diseases.

Thank you for reminding that I need to spray my roses completely forgot.
