Winter weather, summer bugs?

I was just wondering how the populations of pests that prey on roses might be affected this summer by our particularly cold winter. I was reading an old blog post of someone in Montana that indicated that after particularly cold winters they see less saw fly larva/rose slugs. In my garden this would be a huge silver lining to all my rose losses!

Anyone have any thoughts or experience on this?

I don't know about rose pests but I know the year we had no winter they said the mosquitos would be really bad because there was no die off...and they were!
