If it's an insect you need to find it and ID it before you use any type of insecticide on it. Without knowing which insect you are fighting you could waste your time and money using a product that won't work for the bug you have and may harm a lot of good bugs you need. That will eventually lead to worse infestations.

Find that bug, photograph it, as well as a photo of the leaf damage, and post it so we can help you ID it or tell you if it's something else.

I went out and hunted and found a tiny gnat looking type of fly with oval wings pointed back together. I tried to get a photo of him, but my lens kept focusing on other things and it is in bright sunlight. The photo shows only spots, but not the bites.
