Too late to cut back a knock out??

I have read that if you cut knockouts back to 6"-12" in early spring they fill in better. I have been gone and the roses are about 24" now, but the weather is still cool. Assuming cutting back info. is true, is it too late to cut them back?

I'm still pruning and cutting them back. They'll be fine but bloom may be delayed a little.

Cut them! With as cool as this spring has been they're probably not growing very fast right now anyway. I've seen KO's cut to the ground with a hedge trimmer that came back beautiful in a matter of weeks.
