Uncover hybrid tea in zone 5

New to growing roses. We pruned, mulched the base with straw and foam covered our roses in the fall. There is a lot of new growth started already this year. When is the right time to uncover and remove the mulch? We are still getting frost temps at night (high 20's - mid 30's). Thanks in advance!

If you can I'd suggest that you take the cones off during the day and then pur them back over them on nights when you have frost or freeze warnings. If they're already leafing out they need the sunshine during the day. Recovering them at night will protect the new growth.
